Sketched up right before Halloween. Poor Blues always seems to loose the bet. Maybe that's why he stays away from home so much: To avoid the temptation. And yeah, that's Rockman dressed as Forte, Blues dressed as Tuxedo Mask, and Roll as Sailor Moon.
